Minnesota bill against female mutilation raises opposition

After bill’s near-unanimous passage in House, longtime critics of practice have raised about the measure, leading to some second thoughts.
Opposition from some members of Minnesota’s immigrant and refugee communities is slowing the momentum of a bill that would impose stiff penalties for parents involved in cases of female genital mutilation.
Since the bill’s near-unanimous passage in the Minnesota House this week, some longtime critics of the ritual have met with senators, lobbied the governor’s office and handed out fliers — all to raise alarm about the legislation.
The Council for Minnesotans of African Heritage, a nonprofit called Isuroon and other groups argue that the legislation carries overly harsh punishment and unintended consequences, including the possibility that newcomers from countries where genital cutting is widespread would not seek medical care and other services for their children. They call for a less punitive approach focused on educating parents.

Concerns about the bill
Franson’s bill makes it a felony for parents to subject their daughters to the procedure and calls for loss of custody and prison terms from five to 20 years, depending on the extent of the injuries. It also increases penalties for those who perform the procedure, which has been illegal since pioneering Minnesota legislation in the 1990s.
The bill won support from all but four of the 128 House members who voted, including Rep. Ilhan Omar, the country’s first Somali-American legislator.
Fadumo Abdinur, one of several Somali-American women who testified in favor of the bill, said stiff penalties are needed to root out a practice that leaves girls and women with long-term health problems. Abdinur, who experienced genital cutting, did not get her period until she was 20, and only after a Texas physician partly reversed her procedure. She also suffered painful periods and intercourse.
“I don’t want any girl to go through this,” she said. “I will talk against it for the rest of my life.”
Lul Hersi, a St. Cloud mother of four and a supporter of the bill, says the United States should warn refugee parents against rushing to have their daughters cut before traveling to the United States — and disqualify them from resettlement if they do: “The parents know the risks they’re putting their kids in.”
Fartun Weli of Isuroon, which won a $180,000 federal grant this winter to educate health care providers about the procedure, stresses that she does not condone the practice.
But she and other critics balk at separating girls from their families, which they argue victimizes them a second time. They say they worry about families arriving from places where the practice is deeply rooted. An amendment to Franson’s bill states the penalties apply only if the ritual is practiced in the United States. But Haji Yusuf, a Somali community leader in St. Cloud, questions whether authorities can always readily determine that.
For parents who came to the United States with girls who’d already undergone the procedure, the bill, which mandates reporting to authorities by health care providers and others, could discourage doctor visits.
The bill requires Minnesota’s health commissioner to provide outreach and education about the dangers of female genital mutilation (FGM) in immigrant communities — and to seek private funds to do that. The lack of designated funding for education, including for law enforcement and mandated reporters, is an issue for Ann Hill in the state’s Office of the Ombudsperson for Families, which has also raised concerns about the bill.
Brikti Hiwet, an Ethiopian-American elder and reproductive health lecturer at the University of Minnesota and St. Catherine University who attended Monday’s hearing, said she felt lawmakers had a “knee-jerk reaction” to the issue. She says existing state and federal laws prohibiting the practice are effective.
“How can you protect children when you take them away from their families and put them in foster care?” she said.
Hodan Hassan, a mental health clinician, also argues for a less punitive approach.
“When I read the bill, my heart sank,” Hassan said. “It criminalizes parents who don’t understand the legality of their actions and don’t have the ability to advocate for themselves.”
Hassan says lawmakers should not scrap the bill but should revisit and revise it.
Weli says she worries the House discussion framed the issue as a Somali community problem when almost a dozen immigrant communities in Minnesota hail from countries that practice genital cutting. At least one of the Minnesota girls whose parents took them to a Michigan doctor now charged with performing the procedure — the case that inspired the House bill — was not Somali, according to child protection documents.
“All our mothers went through this. Some of our sisters who grew up in Africa went through this. Our daughters won’t go through this because so much has changed,” said Abdullah Kiatamba, a West African community leader.
Aim is to protect girls
Franson says the bill’s intent is clear: protecting girls. So is the language in the bill that limits penalties to those who live in the United States when the practice takes place. She says loss of custody must be a consequence of a procedure that causes girls lifelong harm.
“America is the land of the brave and the home of the free,” she said. “Little girls who moved here from other countries have the right to be free from the oppression of female genital mutilation.”
She pointed to an event the nonprofit Voice of East African Women planned to hold Thursday evening as evidence that immigrant supporters of the bill have already taken on the task of educating communities about it.
But Housley, who met with Weli and Kaade Wallace of the Council for Minnesotans of African Heritage, said she wants to ensure senators get broad input and consider unintended consequences before they act — and time is running out this session.
“When laws get made this quickly, that’s when mistakes get made,” she said.
Kiatamba says the bill’s passage seems to have sparked an open conversation on a rarely discussed issue.
“Something dramatic needs to happen and bring this issue out of the shadows,” he said.

The practice of letting in Somalis to advanced western countries as “enriching refugees” has been a complete folly now for years, if these backward useless people cling to the practices of a failed non state and stone age system of “morality” they should be removed to where they feel more comfortable – Somalia. To me this is all about conduct that simply violates “Mother Nature.” I will avoid any references to the procedure as being a cultural or religiously directed concept. It is simply a Very High Violation of the female gender and anyway that it can be stopped is the right way. Again, this has nothing to do with culture or religion; it is a major violation of Evolution, whether one believes in that or not. I have heard some people compare the FGM procedure to male circumcision, which I understand is the male passage of right into Judaism, but the differences between these procedures are monumental, and the effect of FGM is devastating, while circumcision has been established to have some medical benefits, and FGM does not. The culture that accepts this vile procedure must change is conduct, especially since it often involves innocent young girls, unable to fend for themselves, and if legislation is required to do so, so be it.
It has everything to do with Islam, well, over 90% anyway. Package it any way you like for your own mind, but ignoring Islam is simply incorrect. And, you seem to desire to be an intellectual type.
Sure I understand that this procedure is religious based, but I approach the issue from the perspective of whether one can ever reasonably conclude that this cutting has any reasonable basis in fact. There is none to justify it, especially when girls as infants are subject to it. They cannot protect themselves, and therefor will not receive what we know to be due process or equal treatment under our law. No religious belief should prevail over those rights. Therefor, I avoided the fact that Islam supports such tragic and devastating conduct. Hope I have answered your reply to your satisfaction.

If it was Jews, Mormons, Amish or any white group practising FGM, the clamour to prosecute would be deafening. Shamefully, the US is only now bringing its first prosecution for FGM. You cannot. Islam is a tyranny of the majority. Even this law cannot be enforced unless doctors actively check to see if the girls were cut and report it.

Quran (18:65-81) – This parable lays the theological groundwork for honor killings, in which a family member is murdered because they brought shame to the family, either through apostasy or perceived moral indiscretion. The story (which is not found in any Jewish or Christian source) tells of Moses encountering a man with “special knowledge” who does things which don’t seem to make sense on the surface, but are then justified according to later explanation. One such action is to murder a youth for no apparent reason (74). However, the wise man later explains that it was feared that the boy would “grieve” his parents by “disobedience and ingratitude.” He was killed so that Allah could provide them a ‘better’ son. [Note: This parable along with verse 58:22 is a major reason that honor killing is sanctioned by Sharia. Reliance of the Traveler (Umdat al-Saliq) says that punishment for murder is not applicable when a parent or grandparent kills their offspring (o.1.12).]
The first text comes from the Sharia manual Umdat al-Salik (Sunni). Section o1.2 lists many cases of murder for which the murderer is granted immunity.

Amen… I have written to many womans groups about woman coming here not being able to drive, need permission to leave the house, FMG, etc. They never respond. It doesn’t belong here our society may need work but we do not need to go back several decades.
The “feminazis” were never about elevating females…..it was more about bringing men down……not women up…..
….so far it’s worked because reports are out that millennial women are forgoing marriage because the men are too much like their “girlfriends”.

The FBI is prosecuting its first case of FGM against a Michigan doctor that mutilated 6-8 yr old girls. It’s against the law. Period. No foreign or religious law usurps the U.S.

If the parents think it’s legal, why is this procedure performed in secrecy, with the victims ordered to not tell anyone, not talk about what was done to them, etc. Also, the doctors who perform this procedure knowingly commit a felony, and these docs have ample opportunity to inform parents, if said parents really didn’t know that the procedure is illegal.

Dems have made it quite clear that the feelings of Muslims matter more than the freedoms and lives of ANYONE else. This bill is yet another perfect example of it. And if you recall back to the Orlando massacre of the gay Pulse nightclub, Dems were dumbfounded because they didn’t want to demonize Muslims so they blamed the gun instead and made more calls for gun control. Dems would rather sacrifice themselves at the altar of political correctness than criticize ANYTHING about Islam, it is sad and scary at the same time.

Pamela Geller this article resonates with me the true nature of Leftist Anti-Semitism. What is FGM the purposeful removal (clitoris) of the ability to engage in enjoyable sex by the woman. Why is it even necessary to have a bill like this when it is CLEARLY A CRIME to subject any woman to this procedure?
It’s also sexual assault. Prosecute the perpetrators under existing laws and throw them in jail.
The fact that anyone would vote against this bill on likely “multicultural” evil, is in my opinion a pretty good reason to recall them.

Sharia law is antithetical to secular American laws. Unless America intends to create a two-tier system of justice – one for sharia compliant Muslims and one for everyone else – this bill should be passed unanimously. The next bill should outlaw “honor” killing and every other barbarity embraced by sharia compliant Muslims including child marriage, wife beating, murder of homosexuals, and murder of apostates. The Sharia is hostile to Western norms – sharia compliant Muslims can live in any number of Islamic countries – not in America.
Linda, It can be claimed that there is “honor” in killing an enemy during a war. Killing an enemy to preserve your freedom and survival is not a shameful thing. The Muslim “honor killings” is murder, pure and simple! It is wicked, shameful, and against our laws. We don’t need any new laws. We just need to enforce the laws we have.

For a woman to enjoy sex by having an orgasm with that special someone they are sharing this experience with is part of being human. This is a normal, natural experience for all women. That’s the way God made them. For anyone to take this away from them permanently, is a crime against their humanity. I can’t think of anything more repulsive and gruesome than to mutilate these girls in the name of “religion”. This practice of FGM was started by tribesmen in sub Saharan Africa long before the Muslim prophet Mohammed was born. How can it be claimed that it is a “requirement” in Islam?

When the kids become autistic from the vaccinations, it’s because they have some kind of parasite, usually from having pets in the home. The vaccination combines with the parasite somehow and affects the brain. You want to blame “God” for your ignorance of such things? The information that vaccines can cause autism has been out there for years. Yes, my religion is “intolerant”. Christians know that we have exclusive access to God through Jesus the Christ, who is alive and well with God. Islam has a dead pedophile to worship. I don’t hate Muslims, I pity them! These people should not be allowed into the US who ever practiced this indecent mutilation. In addition, punishment should not be jail or fine but immediate expulsion, with NO right of appeal. Idiot liberals who think girls being removed from their so-called families are being punished a second time would not hesitate to remove them in cases of rape or other abuse; those who think otherwise should not be anywhere near “social work”, or government of any kind, in a civilized society.
