Republican lawmaker introduces bill to punish parents for female genital mutilation

Considering that it is the parents who take their daughters to be mutilated and it is mothers that hold their daughters down during the procedure, this is much needed legislation. The recent arrests of Muslim doctors in Michigan has propelled one Republican law maker into action. Bravo, but long overdue.

If ever there was a “hate crime,” this is it.

The gruesome practice of female genital mutilation is at record highs and on the rise in America, due to the influx of Muslim immigrants. It is incredible that the Center of Disease Control (CDC) and Minnesota Department of Health (MDH) does not track cases of FGM at the state level. That is how deep the islamization of our state and federal agencies has gone.

Whether devout Muslims will respect this law is a whole other matter. Muslims come to this country with a ready-made model of society and governance that they faithfully believe supersedes man-made law. It is the Islamic precept of hakimiyyah – the principle of Allah’s exclusive power and right to govern, legislate, and pass judgement.

Where are the women’s marches in support of this legislation? *Crickets chirping.*

Rep. Mary Franson (R-Alexandria) introduced House Resolution 2621, which would enhance the current standards of criminalization for the practice of female genital mutilation (FGM). “Minnesotans were shocked when they heard FGM had come to our state. I was appalled to learn that parents who abuse their girls in this life-scarring way are not held responsible for the crime,” Franson said.

My readers weren’t. We shocked that finally an arrest was made.

“Minnesota law was silent on parents allowing or encouraging this to happen to their child,” Franson said. “I view this as child abuse and sexual abuse.”

“When the children were able to return to the home, I believe Minnesota did a disservice to those children,” Franson said in response to the Minnesota minor who was still living with her family after details of the Michigan arrest came to light.

Rep. introduces bill to hold parents accountable for female genital mutilation

ST. PAUL, MN — Representative Mary Franson (R-Alexandria) introduced legislation today, April 27, 2017, that would hold Minnesota parents liable for the practice of female genital mutilation (“FGM”).

“Minnesotans were shocked when they heard FGM had come to our state and I was appalled to learn that parents who abuse their girls in this life-threatening way are not held responsible and charged with a crime,” Franson continued. “We need to expedite the legislative process to get this bill heard, so we can begin to work to protect Minnesota girls from this barbaric practice.”

While Minnesota law makes it illegal for a doctor to perform FGM, current law says nothing on parents subjecting their girls to this practice. Franson’s bill would identify Female Genital Mutilation as child abuse.

Recently, this issue was highlighted by the arrest of two Michigan doctors after two Minnesota families traveled to Michigan to have the procedure done on their 7-year-old daughters.

“Two little girls have already been subjected to mutilation of their most private parts,” Franson continued. “Two is too many. Unfortunately, there are likely other victims that we don’t know about.”

“Minnesota needs to send a strong message that we won’t stay silent and that the punishment will be harsh, including the potential loss of parental custody of these innocent victims,” Franson said.

Franson has called on both political parties to support this change to Minnesota law.

“Commonsense would indicate that there should be no dissenting opinions on this bill,” Franson said.

The bill, should it pass before the end of session, will go into effect on August 1, 2017.

Minnesota law does not hold parents liable for forcing their children to have an FGM procedure, nor does it punish parents for travelling for the purposes of having an FGM procedure.

Franson’s bill hopes to change the criminal liabilities. Minnesota currently has two laws regarding  female genital mutilation.

One law deals with the education and outreach of FGM. The bill by Franson would include educating parents that the practice of FGM on minors would come with repercussions by warning, “them [parents] and the medical community of the criminal penalties and potential loss of custody of a child.”

Franson’s bill would criminalize FGM as a felony for both parents and medical practitioners who are involved in an FGM procedure. Parents would also lose custody of their children if they attempt to put their child through an FGM procedure, or if the procedure has already occurred.

The Center of Disease Control (CDC) and Minnesota Department of Health (MDH) told Alpha News that they do not track cases of FGM at the state level. However, a CDC report does look at the number of at-risk women in the United States based on population size. In Minnesota, approximately, 44,000 women are considered at-risk when it comes to FGM procedures, 17,000 of these are young women and girls under 18.

“Minnesota needs to send a strong message that we won’t stay silent and that the punishment will be harsh, including the potential loss of parental custody of these innocent victims,” Franson said.

She is also encouraging Minnesotans to call their representatives and demand they support her bill.

“I think people should put pressure on lawmakers to support the bill and ask that this bill gets a hearing,” Franson said. “When we have heard about two innocent victims, that’s two victims too many. We have no idea how many other victims are out there.”

The bill, should it pass before the end of session, will go into effect on August 1, 2017.

But how is it enforced? On a matter like this, you either have to have the victim come forward (while fearing retaliation), or it’s a side action caught while investigating something else (Medicare or medical fraud, or something similar).

Meh – history has pretty much proven that no harm comes from nearly all male circumcision. Why interfere with religious practice when no harm can be proven? That more invasive forms of FGM are harmful isn’t in doubt. Attempting to interfere in ways that can deny liberty of practice to others, when it’s unnecessary and unproven, isn’t a recommended practice in this culture in fact some might think it tyrannical.

I don’t really see your point. Your pictures show instances of botched circumcisions at best, but most of those penises look pretty messed up to begin with. If your point is that any surgery, including circumcision, can potentially cause more harm than good, then it is a valid point.

Yes, a butcher who holds a medical license. The only training he gets is “Watch one, do one, teach one.” Circumcision is not within the purview of OBs who do the lion’s share of the butchery. Seventy five percent of OBs admit to using no anesthetic whatsoever. Butchers.
But you are 100% correct that circumcision is completely unnecessary. Both MGM and FGM must be abolished. His body, his choice. Her body, her choice.

i don’t see tons of male victims of circumcision running around decrying and bemoaning it . it doesn’t cause erectile dysfunction ,sterility or difficulty peeing .it in facts promotes hygiene,prevents balanitis and is esthetically more more pleasing to the eye than an uncut foreskin. there is no objective evidence that it makes male orgasm less pleasant .if jewish males start to cry foul then they can push for it to be outlawed.
on the other hand the premise of fgm is primarily to decrease a woman’s sex drive and nothing else. it is borne out of gross misogyny towards women by society trying to control her sexuality ,same as ascribing honor to female virgins while the men are encouraged to sow wild oats .
the effects can also be quite horrendous to affected females,ranging from infections,excessive bleeding, difficulty in child bearing,genital fistulas,painful intercourse and even frigidity.

It’s also a fact that the female partners of circumsized men are FAR less likely to develop cervical cancer, which is caused by bacteria. No harm when properly done, and beneficial. FGM is NOT the same thing, or even close to the same. It’s solely, as you stated, a way to control women.

But not clear enough for AAP to recommend MGM boy circumcision. The AAP now states that the ‘benefits’ of circumcision they mentioned in their 2012 Policy Report were social, cultural and religious NOT medical. See Freedman in “Pediatrics”, May 2016. Bottom line is that there is no benefit at all to MGM boy circumcision.

There is benefit, but it’s something people decide on their own. There re real medical benefits to the procedure, and those are proven. They won’t take a position because of the religious aspects for some, which is sad, as far as I am concerned, because that could mean some will avoid it for the wrong reasons. I don’t think it’s something that anyone should require, by any means, mind you; personal decision for parents nothing more. Very firm on parental rights.

Surgery that removes healthy tissue and leaves a scar is mutilation. You just want to mutilate boys while you and your daughters genitals are protected by law. This is a total falsehood. Cervical cancer is caused by poor hygiene, unsafe sex with multiple partners, HPV and the use of tobacco products.
Circumcision of the female foreskin is the equivalent of circumcision of the male foreskin except that the damage done to the male is far more extensive.
Circumcision of boys was introduced in America to control auto sexuality (masturbation) in the 19 century..

There is no ‘CIRCUMCISION of the female foreskin, because it does not go all the way around, it is only a hood. The Clitoris is AMPUTATED. That is hardly a comparison that “the damage done to the male is far more extensive.”

The damage done to the male upon loss of the foreskin is far more extensive: an estimated 20,000 nerve endings in the foreskin compared with an estimated 8,000 in the clitoral hood. The adult male foreskin will be about 15 square inches, the clitoral hood will never be that large. More cutting must be done to the male because he is cut all the way around and most frequently, he loses the frenulum as well. Amputation of the foreskin is more extensive than many WHO Type 4 FGM procedures. The AAP attempted to initiate an FGM clitoral ‘nick’ (FGMType 4) for girls in 2010, but was forced to retract their plan in the face of a global firestorm of outrage against them.
This is not however, a contest to see who suffers more. Both FGM and MGMare evil and unacceptable. They must be done away with.

The moslims do not take off the hood, they AMPUTATE the whole clitoris. That removes the dorsal nerve of the clitoris, so ALL sensation is gone and thus more extensive damage. At least some sensation is left for the glans, plus it is the frenulum that is the most sensitive and that is left intact.

BTW one does not amputate the foreskin, one excises it. One may amputate the penis, ala Mrs. John Bobbit, which I recommend happen to rapefugees.

Amputation is to cut out or off, as a tumor. Amputation is to cut off as by surgery. What’s with the word games?
Amputation of the clitoral hood is the equivalent of male foreskin amputation.
You seem eager to use amputation as a male punishment. Would you recommend the same for a female who falsely accuses a male of rape? Does a female who rapes or sexually victimizes a male merit the removal of her vulva?

Cervical cancer is caused by a virus, which is more common with poor hygiene, which is more common with uncircumcised men. This is a fact. You don’t have to like it for it to be true.

The fact is that any person who practices poor genital hygiene may be a carrier. There is no study which shows that intact men have poorer hygiene habits than mutilated men. Foreskins do not cause cervical cancer. You need to visit the American Cancer Society’s website and see the facts for yourself. Knowledge is power.

The fact is that being uncircumcised can make hygiene more difficult. I have heard that from some in that situation. Extra care is needed, and a lot of people don’t take the time. People can be very careless about hygiene. Yes, including women in that. How often do you see people exit a restroom without washing their hands?

Women have 8 to 10 times the genital hygiene problems that men have. Just take a look at all the feminine hygiene products you find in the drugstore. An entire aisle is devoted to them!
Yet no one is calling for females to undergo surgery to keep their genitals clean or hygienic.
If boys can be taught to brush their teeth, wash their anus and tie their shoes, they can be taught to wash their genitals just same as girls. You have a thinking disorder.

“How do I know it doesn’t cause harm?” I’ve lived it. What’s your proof that it does cause harm especially as compared to the extent of tissue and nerves removed in extreme FGM? Here are 72 overwhelming why MGM boy circumcision (which even the AAP says has only cultural and religious ‘benefits) has no benefits of any kind, let alone medical benefits:
1. Doctors make enough money doing their necessary work. They don’t need the extra income from doing circumcisions or from selling foreskins to labs.
2. Doctors’ time and energy are limited. They should not be wasting their time and efforts doing unnecessary surgery when people who truly have illnesses or injuries need their services.
3. Babies have feelings. They are sensitive and aware. No adequate or safe method exists for pain relief for a newborn. Even with local anesthesia, the baby is put through a great deal of trauma.
4. Babies and small children cannot consent. It is unethical to needlessly alter another person’s body, especially amputating a normally occurring body structure without that person’s consent.
5. Infant circumcision can interfere with mother-infant bonding because babies typically fall into a deep, non-rem sleep following the trauma.
6. Infant circumcision can interfere with establishing breastfeeding because of this abnormal sleep pattern.
7. Infant circumcision can create a fussier, more difficult to soothe baby – even long after the wound itself has healed.

It isn’t abuse. I have conversed with men who were circumcized, and men who were not, and those who weren’t wished they had been, for various reasons. Removing the foreskin is for hygiene. Removing the clitoris is for mutilation, to remove all pleasure for the woman, because those people believe women are animals, to be used. They are NOT the same, not even close.

You want to debate a sound medical procedure, instead of addressing the very real issues associated with an unsound mutilation. That’s your problem. The fact is, circumcision is a benefit:

A decreased risk of urinary tract infections.

A reduced risk of some sexually transmitted diseases in men.

Protection against penile cancer and a reduced risk of cervical cancer in female sex partners.

Prevention of balanitis (inflammation of the glans) and balanoposthitis (inflammation of the glans and foreskin).

Prevention of phimosis (the inability to retract the foreskin) and paraphimosis (the inability to return the foreskin to its original location).

I can understand that, but the risks are far greater for an adult male than for an infant. For n infant, it’s a very simple procedure, and not typically an issue, at all. Seen it, as a mom. It’s no more stress than a shot, for the baby. With all of the benefits, I don’t have a problem with parents deciding that for themselves. Some won’t, of course, and that’s alright, too.

The glans is much bigger for an adult but the adult’s foreskin is unattached. An infant’s foreskin is naturally fused to the glans to better protect it from foreign material like excrement. To remove the infant’s foreskin it is necessary to tear it loose with a medical spatula or foreskin probe. the pain of this part of the process is like tearing a fingernail from its bed. Then the detached foreskin is crimped with a forceps to provide a visual track for the dorsal slit which is done with a scissors. Next follows a clamp which crushes the foreskin and provides a guide for the scalpel which will slice off what remains of what was a healthy male prepuce. All this surgical torture without benefit of anesthesia in most cases. The hapless victim has no frame of reference whatsoever in which to understand and comprehend this pain which rises to the level of torture. In the US adult males are generally given the benefit of general anesthesia which guarantees that they feel nothing. then they get proper pain medication to manage afterward.
Any error or botch on the tiny penis of an infant will be magnified many times over when that penis grows to its adult size. Botches are far less common in adult males.

Most of the world does very well without infant male genital cutting. The British Commonwealth did the experiment, circumcising a majority of babies in the 1950s. They found it did no good and have virtually given it up – with no ill-effects whatsoever. Their genital health is, if anything, better than that of US men or Pinoys. The US and the Philippines continue doing it from custom, conformity and money – not “health”.

My granddaughters both have pieced ears and both wanted to go thru the experience for the sake of their conception of beauty. Jewish law doesn’t allow this nor does it allow tattoos, and I have been overruled by fashion. Is male circumcision for Jews as stipulated by their religious law, which is over 3000 years old and which has a tried and proven history of success within that cultural/religious group for that entire period to be tyrannically removed by people like you who cringe at the thought of a few drops of blood but who are willing to destroy a fundamental basis of their religious practice? My family is Catholic (I’m agnostic), but circumcision is standard practice for all male babies, but for NONE-Religious reasons.

The reasons are for health and cleanliness reasons, and NONE of the doctors ever warned against health risks. The doctors were from Catholic hospitals and non-religious hospitals.

maybe I just haven’t done research on this.
(idea: one could as part of research call a few well renowned catholic hospitals to get information).

Doctors don’t even talk about it because circumcision in male newborns is an extra $250 in their pockets for the procedure. As the public is more educated on its lack of necessity, with running water there is no excuse to not be cleanly, it really should be up to the male at an age where he can make that decision for himself. Over 100 boys are killed annually by forced genital mutilation. How can death be a small harm? The families of these sacrificed boys find it catastrophic. When people jump about in western societies yelling “we stand for religious freedom” and their concept of this “freedom” involves cutting girls in that way and terrorism , then I have a serious problem with that.

As many here will know, this practice has been illegal in the UK since 1985 but that hasn’t stopped it being done, in 2016 5400 young girls or young women suffered this abuse in Britain but silence is the only sound you hear from EVERY group that struts and postures as “progressive” liberals. Women’s rights groups are as bad.

This Mary Franson is right, every girl who in the reasoned judgement of a teacher, doctor or another is at risk of this abuse needs to be regularly examined and if evidence is found of it, prosecute the parents regardless of the tantrums from the offended ones. An excellent warning step would be for this to be made clear by an announcement in mosques first.

In my view, the push back has to start somewhere, we as a society can no longer permit OUR core values to be heaped up and burned in this way out of a misplaced sense of “cultural sensitivity”. There has to but ONE law for all and it has to be OURS.

I disagree that women’s rights groups are as bad, I think they are the worst of the lot.
They keep bleating on about women’s rights and and how women have the right to do as they please yet they refuse to condemn the abuse of young girls in the name of a religion.
If someone suggested that it was done to them they would be up in arms about the suggestion telling everyone about how someone is trying to deny them of their rights.

However, presumably in Minnesota grievous bodily harm is a criminal offence.
Presumably also conspiracy to commit a crime is itself a criminal offence.
FGM is always a conspiracy: little girls do not decide or go alone to be cut.
The parents are already automatically chargeable with conspiracy.
It is a matter of State willpower.

For enforcement there can be random unannounced medical checks in schools.
Asylum seeking parents can be deprived of asylum status and repatriated.

A surgery might be done against the wishes of the parents…hence, punishment should be restricted only to the doctor doing FGM. How is one proving that the parents wanted FGM done? Even on abortion, the parents aren’t punished unless some crime is being covered up by that abortion (such as rape or incest). Abortion ends a life, but this proposal treats FGM, which, despite being terrible doesn’t terminate a life, as worse than a procedure that does kill an innocent life. Based on that, I could not in good conscience support this. Existing statutes are the best option.

Sorry? A routine check up, what parent allows a young child to be examined by a doctor alone? I never allowed my child to be examined by the doctor without either mine or my wife’s presence. Would you?
If they didn’t know the doctor was doing FGM on THEIR child how is it that the next time they bathed the child, or helped the child get undressed or the child complained of pain in the affected area they either failed to see what the problem was or saw that their child had been operated on against their wishes and then failed to report the FGM? From what I can see there is no way that the child would not be in pain after that procedure. Any parent who acts like that is an accessory to the crime of child abuse. You seem to be as sick as the doctors and the parents that this law is trying to do something about.

It is called prioritization. Some religions have been circumcising males for centuries, with little harmful effects. islam has been mutilating girls with disastrous effects since it was invented. In the US under the best of conditions over 100+ babies are killed by MGM boy circumcision every year mainly by hemorrhage and infection. In South Africa during a 7 yr period ending in 2014, about 456 000 circumcision initiates were hospitalized and at least 419 boys died during the same period. It is urgent that FGM and MGM both be ended as soon as possible. Men and women need to join hands and fight the child genital mutilation scourge together. Without this alliance the suffering to both sexes will go on indefinitely.

Parents who allow this to happen, should have social services remove their children, putting them up for adoption, as well as deporting the biological parents as they re totally unfit to raise human children. Children are removed from homes when they are allowed to visit neighbourhood playgrounds or walk to school unescorted. Mutilating them is much worse.

If politicians let this horrific practice continue, then their daughters and wives need to have it done to them…in a “traditional” manner…no anesthesia or anything…and make them watch. Make an example of one or two and I bet the practice goes away. Harsh? Yes…but I bet it works. Islam, as far as I know, is the only “religion” and I use that term very, very loosely that practices this. We have laws against physician assisted suicide, but will allow this to be practiced?
If convicted doing this or for letting it happen to your daughter…immediate deportation, upon leaving the court-room,…with only the clothes on their back and all their assets frozen. If they happen to be an American citizen, at the time of conviction,…lose of citizenship and deportation to an islamic country of their choice…or suffer the death penalty…immediately. Even if any of the three in Livonia, MI get convicted the maximum sentence is just 5 years under the (only) federal law. Michigan state senator Margaret O’Brien (Rep. Kalamazoo) has introduced a bill to make it against state law with a maximum of 15 years in prison as a felony. Certainly there are many state and federal laws which apply that don’t specify the kind of mutilation. As regards the male, circumcision does have proven medical benefits while not depriving males of sexual pleasure. So comparing the two is about as silly as the 19 of the 20 Columbia U. students (in another video) who think the FGM should be provided by Planned Parenthood, taxpayer funded of course.

Here’s what we need to know about FGM/MGM, female circumcision/male circumcision. So we can all be on the same page:

FGM Type 1A: Female circumcision – removal of the prepuce, which in females is the clitoral hood.
FGM Type 1B: Clitoridectomy – removal of the clitoral glans.
FGM Type 2A: Excision – removal of the inner labia.
FGM Type 2B: Excision – removal of the inner labia and clitoral glans.
FGM Type 2C: Excision – removal of the inner labia, outer labia, and clitoral glans.
FGM Type 3A: Infibulation – removal, and closure of the inner labia.
FGM Type 3B: Infibulation – removal, and closure of the outer labia.
FGM Type 4: “The WHO defines Type IV as ‘all other harmful procedures to the female genitalia for non-medical purposes’, including pricking, piercing, incising, scraping and cauterization. It includes nicking of the clitoris (symbolic circumcision), burning or scarring the genitals, and introducing substances into the vagina to tighten it. Labia stretching is also categorized as Type IV.”
I really wish people would stop conflating all forms of FGM with female circumcision. Only Type 1A can be classified as that, because circumcision is defined by the removal of the prepuce. Yet if you ask a random person what they think female circumcision is, they’re likely to say it’s the removal of the clitoral glans. And on that basis, they will likely reject any comparison between female circumcision and male circumcision, despite the reality that they are anatomically equivalent procedures.
“FGM” and “female circumcision” are not synonymous. The latter is a subset of the former.
And in case you’re curious, here’s the list of MGM classifications.
Type I – excision or injury of part or all of the skin and specialized mucosal tissues of the penis including the prepuce and frenulum (circumcision, dorsal slit without closure).
Type II – excision or injury to the glans (glandectomy) and/or penis shaft, (penectomy) along with Type I MGM. Any procedure that interferes with reproductive or sexual function in the adult male.
Type III – excision or destruction of the testes (castration, orchidectomy) with or without Type II MGM.
Type IV – unclassified: includes pricking, piercing or incision of the prepuce, glans, scrotum or other genital tissue; cutting and suturing of the prepuce over the glans (infibulation); slitting open the urethra along the ventral surface of the penis (sub-incision); slitting open the foreskin along its dorsal surface (super-incision); severing the frenulum; stripping the skin from the shaft of the penis; introducing corrosive or scalding substances onto the genital area; any other procedure which falls under the definition of MGM given above.

Notice that male circumcision, like female circumcision, is only a subset of Type 1 GM, specifically the removal of the prepuce. Which in males is the foreskin, and in females is the clitoral hood.
So yes, they’re literally anatomically equivalent. Anyone who thinks otherwise hasn’t a clue on the subject.

covenant — he would be the God of Abraham’s descendants and give them the land

There is no need for any debate on this subject. Governments and lawmakers made FGM a criminal offence because mutilating young girls is clearly wrong and unacceptable in a civilised society. What is unforgiveable is that these governments and lawmakers lose their nerve when it comes to prosecuting the offenders. It is outrageous that it has taken the US 20 years to bring the first prosecution, and scandalous that in 30 years Britain has made no prosecutions at all – even though, in 2015/16 alone there were 5700 reported cases. Political correctness and the fear of being accused of racism and Islamophobia are at the root of this moral cowardice, since the barbaric custom is exclusive to the Muslim world and black Africa.

All things considered, it is not significantly worse than trimming your fingernails amor getting a haircut. A clitorerectomy is an actual mutilation of an organ. far more intrusive a procedure.

Good question. All kids have the right to live their lives in the body that evolution/god provided them. When they reach adulthood they are entitled to modify their own bodies as they see fit. Our kids deserve just as much protection as we would give any adult against forced surgeries or medical experiments.
